By-laws

I. Name
The name of this organization is the GREATER ROCKRIDGE NEIGHBORHOOD CRIME PREVENTION COUNCIL ("NCPC" or "Council"). For the purposes of these by-laws, the Rockridge Neighborhood consists of the Oakland community policing beats "12Y" and "13X".
II. Purpose
To help prevent crime, promote public safety, and enhance the quality of life in the Rockridge Neighborhood.
III. Membership
Open to all residents of the Rockridge Neighborhood and community organizations sensitive to community needs and interests, including but not limited to, merchant associations, home alert groups, school and parent-teacher associations, church organizations, community organizations, youth groups, and labor unions located within the boundaries of the Rockridge Neighborhood.

V. Steering Committee
The Steering Committee will be composed of the officers of the Council, chairpersons of standing committees, and volunteer members.
The Steering Committee is responsible for governing the Council. It will set Council policy, define its position on issues, maintain its direction and purpose, and conduct all meetings. Decisions will be made by majority vote of voting members present.
Volunteer members of the Steering Committee may vote at the second Steering Committee meeting they attend within any three-month period.
VI. Officers
The Council will have a Chair, Vice Chair, Secretary and Treasurer, who are elected to annual terms.
Chair: The Chair will run both the community meetings and meetings of the Steering Committee, and will represent the NCPC in other community meetings. The Chair may delegate specific areas of responsibility to the Vice Chair.
Vice Chair: The Vice Chair will assist the Chair as needed.
Secretary: The Secretary will keep records of the proceedings of both community meetings and Steering Committee meetings, and will also maintain records of membership in the Council and Steering Committee.
Treasurer: The treasurer will collect and record money due and received by the organization, and will be custodian of its funds. If necessary, the Treasurer will maintain a bank account associated with the Council.
VII. Subcommittees
Subcommittees may be created by a vote of either the Steering Committee or a Council community meeting. The Chair may also establish such subcommittees. The Steering Committee may appoint or replace subcommittee chairs as necessary.
VIII. Meetings
The Steering Committee will schedule at least one annual community meeting open to all members. It may schedule other community meetings throughout the year. The Steering Committee will meet monthly at a regularly designated time and place. The Steering Committee may call other meetings as required, provided members have at least two weeks' notice.
IX. Quorum
At least three members must be present to conduct business at a Steering Committee meeting. A majority of attendees may conduct business at a community meeting. (Amended by voice vote 12/8/2016)
X. Election of Officers
The first group of officers will be elected at the provisional Steering Committee meeting on April 16, 2002. Subsequently, officers will be elected at Council community meetings as terms expire or positions become vacant.
Officers may be removed by a vote of two-thirds (2/3) of a Council community meeting.
XI. Amendments to By-Laws
The By-Laws may be amended at any Council community meeting. Members must be notified at least one month in advance of the proposed amendment. Two-thirds (2/3) of those present and voting must approve the change.
